Pennington & Associates (DPA) is a transportation and environmental planning firm located in Albuquerque, New Mexico that specializes in location studies, alternatives analyses, and environmental documentation for highway, rail, transit, and other types of transportation infrastructure. We provide the full range of technical and documentation services needed to develop sustainable transportation solutions, build community consensus, and obtain approvals and permits from state and federal oversight and permitting agencies. Our primary service lines include transportation planning, technical analysis and documentation, NEPA investigations and documentation, public outreach and consensus building, and permitting. The professionals with DPA have been involved in many major infrastructure projects within New Mexico and other southwestern states. We are particularly adept in helping clients develop workable solutions for projects which are controversial and/or that have complex environmental and community challenges. We work closely with our clients, stakeholder agencies, and community stakeholders to identify solutions that meet the needs of the implementing agency while preserving the values and needs of the affected communities. We also strive for solutions that are consistent with the environmental context of the project area. Our expertise and approach to projects has helped clients implement projects on time and within budget. DPA is a small company with a corresponding low overhead structure. We provide senior level expertise on all assignments to lead projects, set work plans, and work with stakeholders. Our senior staff has expertise in transportation planning, corridor studies, NEPA processing and documentation, community relations, geographic information systems (GIS), and other skills needed to prepare corridor studies, conduct technical investigations, and prepare environmental documents. Supporting our senior staff are planners and technicians with expertise in the various technical areas in which we work. When the need arises for skills beyond those we can provide, we partner with other select firms to obtain expertise in highway engineering, traffic analysis, and specialty services, such as cultural resources and biological studies.
