David Pennington, Principal David is a planner with 25 years of experience in transportation and environmental planning for transit, rail, and highway projects. He is based in the Albuquerque office. David has managed and served as the technical lead for a variety of projects, ranging from corridor studies to regional planning initiatives. His transportation planning expertise includes regional planning studies, alternatives analysis, and corridor studies. On the environmental side, he has been the principal author of dozens of major environmental assessments (EAs) and environmental impact statements (EISs). He has also authored NEPA procedure manuals for two state DOTs. In addition to his technical expertise, David works closely with the communities, neighborhoods, and land owners who may be affected by transportation projects. He is a firm believer in collaborating with public stakeholders to develop solutions that respect community needs and values while achieving the mission of transportation agencies. Public outreach and involvement plans developed by David have included community outreach efforts for small rural communities to major metropolitan areas, coordination and consultation with tribal governments, and coordination plans for federal and state resource agencies. He has a variety of experience to develop and lead stakeholder workshops, public information meetings, public hearings, agency consultation sessions, and tribal coordination. His approach emphasizes balancing the needs of stakeholder groups with those of the implementing agency to achieve a win-win solution. |

Hunter Simpkins, Senior Planner and NEPA Specialist Hunter is an archaeologist, transportation planner, and NEPA specialist with 12 years of experience. She is based in Helena, Montana. Hunter specializes in environmental investigations and analysis, NEPA documentation, and Section 404 permitting. She is also a skilled GIS analyst and utilizes GIS technology to perform quantitative analysis of impacts to natural and community resources and to prepare visual tools. She has led several major environmental assessments and has been a principal contributor to several environmental impact statements. By combining her GIS skills with her technical understanding of project issues, Hunter also prepares graphical displays that translate technical information into materials that can be easily understood by the general public. Hunter works on assignments in both Montana and New Mexico. |

Dawn Tibbetts, Senior Planner Dawn has more than 17 years of experience in public relations, marketing, and marketing-related activities. She has written public involvement plans and context sensitive solutions (CSS) management plans and has participated in public involvement activities for major transportation projects throughout New Mexico. She has extensive experience in business development, marketing research, strategic marketing, advertising, and proposal, report, and presentation development. Dawn has excellent writing, editing, time management, and interpersonal skills. |
